4. The Idea of Cultural Rehabilitation |
The following day we attended a government meeting in Aceh to examine the proposed budget of the Reconstruction and Rehabilitation Ministry. The deputy from the Ministry who handles social and cultural affairs was holding a public meeting to make transparent his new budget for cultural reconstruction and rehabilitation programs. Accompanied by an ACI staff member and her explanation in translation, we quickly found out that billions of Rupiah (1 USD ~ 10,000 IDR) were to be spent on "infrastructure", i.e. office equipment, with little or no funds allocated to cultural rehabilitation programs.

Undoubtedly, the idea of cultural rehabilitation is a new concept for many communities recovering from a natural disaster, war or globalization, and a concept that can have no formulaic approach since each culture has different rehabilitation needs. Once a lack of knowledge is named, however, it is essential for those without the necessary information to seek out the right resources and personnel to inform them vis-à-vis cultural rehabilitation materials, designs, methodologies, etc.
